Legal responsibility in OZ and UK for treating clients…..

With all the hooraah surrounding financial difficulties and the closing of the centre's, I'm surprised no one has dug up the legal responsibilites to patients/clients, if any, in OZ and UK when a treating facility shuts down. What ARE the legal obligations and arrangements that have to be made in this kind of situation?

 

Here in the US, if that would happen to a physician's office (I know of one personally) the employees, doctor, and patients all showed up to a locked door!  Legally, all the patient records and such legally had to be transferred to another physician to ensure continuity of care.

 

What do the legalities that govern such domains say about that in OZ and UK?
